CHICAGO — They acknowledged that they could have shown up months ago. Many were satisfied that they were finally doing the right thing. A few grumbled that they had little choice.On a single day this past week, more than half a million people across the United States trickled into high school gymnasiums, pharmacies and buses converted into mobile clinics. Then they pushed up their sleeves and got their coronavirus vaccines.These are the Americans who are being vaccinated at this moment in the pandemic: the reluctant, the anxious, the procrastinating.

In dozens of interviews on Thursday in eight states, at vaccination clinics, drugstores and pop-up mobile sites, Americans who had finally arrived for their shots offered a snapshot of a nation at a crossroads — confronting a new surge of the virus but only slowly embracing the vaccines that could stop it.

The people being vaccinated now are not members of the eager crowds who rushed to early appointments. But they are not in the group firmly opposed to vaccinations, either.Instead, they occupy a middle ground: For months, they have been unwilling to receive a coronavirus vaccine, until something or someone — a persistent family member, a work requirement, a growing sense that the shot was safe — convinced them otherwise.

How many people ultimately join this group, and how quickly, could determine the course of the coronavirus in the United States.Some of the newly vaccinated said they made the decision abruptly, even casually, after months of inaction.

One woman in Portland, Ore., was waiting for an incentive before she got her shot, and when she heard that a pop-up clinic at a farmers’ market was distributing $150 gift cards, she decided it was time.

A 60-year-old man in Los Angeles spontaneously stopped in for a vaccine because he noticed that for once, there was no line at a clinic. A construction worker said his job schedule had made it difficult to get the shot.

Many people said they had arrived for a vaccine after intense pressure from family or friends.“‘You’re going to die. Get the Covid vaccine,’” Grace Carper, 15, recently told her mother, Nikki White, of Urbandale, Iowa, as they debated when they would get their shots. Ms. White, 38, woke up on Thursday and said she would do it. “If you want to go get your vaccine, get up,” Ms. White told her daughter, who was eager for the shot, and the pair went together to a Hy-Vee supermarket.

Others were moved by practical considerations: plans to attend a college that is requiring students to be vaccinated, a desire to spend time socializing with high school classmates, or a job where unvaccinated employees were told to wear masks. Their answers suggest that the mandates or greater restrictions on the unvaccinated that are increasingly a matter of debate by employers and government officials could make a significant difference.

Audrey Sliker, 18, of Southington, Conn., said she got a shot because New York’s governor announced that it was required of all students attending State University of New York schools. She plans to be a freshman at SUNY Cobleskill this fall.“I just don’t like needles, in general,” she said, leaving a white tent that housed a mobile vaccination site in Middlefield, Conn. “So it’s more like, ‘Do I need to get it?’”

Many people interviewed described their choices in personal, somewhat complicated terms.Willie Pullen, 71, snacked on a bag of popcorn as he left a vaccination site in Chicago, one of the few people who showed up there that day. He was not opposed to the vaccines, exactly. Nearly everyone in his life was already vaccinated, he said, and though he is at greater risk because of his age, he said he believed he was healthy and strong enough to be able to think on it for a while.

What pushed him toward a high school on the West Side of Chicago, where free vaccines were being administered, was the illness of the aging mother of a friend. Mr. Pullen wanted to visit her. He felt it would be irresponsible to do so unvaccinated.“I was holding out,” Mr. Pullen said. “I had reservations about the safety of the vaccine and the government doing it. I just wanted to wait and see.”

The campaign to broadly vaccinate Americans against the coronavirus began in a roaring, highly energetic push early this year, when millions were inoculated each day and coveted vaccine appointments were celebrated with joyful selfies on social media. The effort peaked on April 13, when an average of 3.38 million doses were being administered in the United States. The Biden administration set a goal to have 70 percent of American adults at least partly vaccinated by July 4.

But since mid-April, vaccinations have steadily decreased, and in recent weeks, plateaued. Weeks after the July 4 benchmark has passed, the effort has now dwindled, distributing about 537,000 doses each day on average — about an 84 percent decrease from the peak.

About 68.7 percent of American adults have received at least one shot. Conservative commentators and politicians have questioned the safety of the three vaccines that the Food and Drug Administration has approved for emergency use, and in some parts of the country, opposition to inoculation is tied to politics. An analysis by The New York Times of vaccine records and voter records in every county in the United States found that both willingness to receive a coronavirus vaccine and actual vaccination rates were lower, on average, in counties where a majority of residents voted to re-elect Donald J. Trump.

Despite the lagging vaccination effort, there are signs that alarming headlines about a new surge in coronavirus cases and the highly infectious Delta variant could be pushing more Americans to consider vaccination. On Friday, Jen Psaki, the White House press secretary, said there had been “encouraging data” showing that the five states with the highest case rates — Arkansas, Florida, Louisiana, Missouri and Nevada — were also seeing higher vaccination numbers.

In Florida, a clinic in Sarasota County was quiet, a brightly lit waiting area full of mostly empty chairs. Several people wandered in, often no more than one or two in an hour. Lately, they are vaccinating fewer than 30 people there a day.

Elysia Emanuele, 42, a paralegal, came for a shot. One factor in her decision had been the rising case numbers in the state, which she had been watching with worry.“If everything had gone smoothly, if we had shut down immediately and did what we needed to do and it was seemingly wiped out,” she said, “I think I would have been less likely to get the vaccine.”

Some people said they had heard snippets that worried them about getting shots on social media or on cable television — misinformation about vaccines has circulated widely — but they said they ultimately dismissed the rumors.In the shade of a freeway underpass in South Los Angeles, volunteers and would-be vaccine patients tried to talk over the roar of passing cars.

Ronald Gilbert, 60, said he did not really believe in the vaccines and has never been a fan of needles, but with an uptick in cases he reasoned that it was “better to be safe than sorry.”

“I feel better having this now, seriously I do,” he said. “I’m going to be walking like a rooster, chest up, like ‘You got the vaccine? I got the vaccine.’”

News of the Delta variant also changed the mind of Josue Lopez, 33, who had not planned on getting a vaccine after his whole family tested positive for the coronavirus in December.

“I thought I was immune, but with this variant, if it’s more dangerous, maybe it’s not enough,” he said. “Even now, I’m still not sure if it’s safe.”

At a vaccination site at Malcolm X College in Chicago, Sabina Richter, one of the workers there, said it used to be easy to find people to get shots. More recently, they had to offer incentives: passes to an amusement park in the north suburbs and Lollapalooza.

“Some people come in and they’re still hesitant,” she said. “We have to fight for every one of them.”

Cherie Lockhart, an employee at a care facility in Milwaukee for older and disabled people, said she was worried about the vaccines because she did not trust a medical system that she felt had always treated Black people differently.

She was not anti-vaccine, she said, just stalling until something could help her be sure. Her mother ultimately convinced her.

“My mom has never steered me wrong,” Ms. Lockhart, 35, said. “She said, ‘I feel this is right in my heart of hearts.’ So I prayed about it. And, ultimately, I went with my guiding light.”

Many of the people who newly sought shots said they had wanted to see how the vaccines affected Americans who rushed to get them early.

"I do know people who have gotten it and they haven’t gotten sick, so that’s why,” said Lisa Thomas, 45, a home health care worker from Portland, Ore. “I haven’t heard of any cases of anyone hurting from it, and there’s a lot to benefit from it.”

For Cindy Adams, who works for a Des Moines insurance company, it was her job’s requirement to wear a mask as an unvaccinated person that pushed her into the Polk County Health Department drive-up clinic for her first dose of the Pfizer-BioNTech vaccine.

Ms. Adams, 52, said she had been concerned about possible long-term effects of the vaccines. But now her husband, children and most of her extended family have been vaccinated, as have most of her co-workers.

“I just honestly got sick of wearing the mask,” Ms. Adams said. “We had an event yesterday, and I had to wear it for five hours because I was around a lot of people. And I was sick of it.

“Everyone else is healthy and hasn’t had any side effects, gravely, yet, so I decided I might as well join the crowd.”

Agilenano - News: Elon Musk targets telecom for next disruption with Starlink internet

By Dana Hull | Bloomberg Elon Musk became the world’s richest person this month by upending the global auto industry and disrupting aerospace heavyweights with reusable rockets. Now he’s setting his sights on another business dominated by entrenched incumbents: telecommunications. Musk’s Space Exploration Technologies Corp. has launched more than 1,000 satellites for its Starlink internet service and is signing up early customers in the U.S., U.K. and Canada. SpaceX has told investors that Starlink is angling for a piece of a $1 trillion market made up of in-flight internet, maritime services, demand in China and India — and rural customers such as Brian Rendel. Rendel became a Starlink tester in November after struggling for years with sluggish internet speeds at his 160-acre farm overlooking Lake Superior in Michigan’s Upper Peninsula. After he paid about $500 for the equipment, FedEx arrived with a flat dish and antenna. For $99 a month, Rendel is now getting speeds of 100 megabytes per second for downloads and 15 to 20 for uploads — far faster, he says, than his previous internet provider. “This is a game changer,” said Rendel, a mental health counselor, who can now easily watch movies and hold meetings with clients over Zoom. “It makes me feel like I’m part of civilization again.” For months, SpaceX has been launching Starlink satellites on its Falcon 9 rockets in batches of 60 at a time, and the 17th Starlink launch was on Jan. 20. There are now roughly 960 functioning satellites in orbit, heralding an age of mega-constellations that have prompted worries about visual pollution for astronomers. But the Starlink array in low-Earth orbit, closer to the planet than traditional satellites, is enough to enable SpaceX to roll out service along a wide swath of North America and the U.K. As SpaceX sends up more satellites, the coverage area will grow, expanding the potential customer base — and revenue stream — beyond the initial stages of today. SpaceX didn’t respond to a request for comment. “The big deal is that people are happy with the service and the economics of Starlink versus other alternatives,” said Luigi Peluso, managing director with Alvarez & Marsal, who follows the aerospace and defense industries. “SpaceX has demonstrated the viability of their solution.” Last year, SpaceX Chief Operating Officer Gwynne Shotwell said that Starlink is a business that SpaceX– one of the most richly valued venture-backed companies in the U.S. — is likely to spin out and take public. That dangles the possibility of another Musk enterprise offering shares after last year’s sensational stock-market gains by Tesla Inc. Starlink will face plenty of competition. While fiber optic cable is widely considered too expensive to lay down in remote regions and many rural locations, cellular connectivity is expected to make big advances with 5G and then 6G. In December, the Federal Communications Commission awarded SpaceX $885.5 million in subsidies as part of a wider effort to bring broadband to over 10 million Americans in rural areas. The cost to build in deep rural or costly areas is now less of an issue with this technology as an option.” Early in the coronavirus pandemic, Elliot connected SpaceX with members of the Hoh Tribe in far western Washington. The Native American community had struggled for years to bring high-speed internet to their remote reservation, which spans about 1,000 acres and has 23 homes. Kids struggled to access remote learning, and internet connections were so slow that downloading homework could take all day. “SpaceX came up and just catapulted us into the 21st century,” said Melvinjohn Ashue, a member of the Hoh Tribe, in a short video produced by the Washington State Department of Commerce. LEO constellations still held to high bar in FCC rural broadband subsidy program

WASHINGTON — The U.S. Federal Communications Commission remains unconvinced that low Earth orbit satellite internet constellations are worth subsidizing through its $16 billion rural broadband program despite tweaking the rules for that program to give LEO constellations a better chance to qualify for funding. 

In a move meant to benefit the likes of SpaceX, Telesat, Viasat and others, the FCC said June 9 it will allow LEO broadband constellations to compete for Rural Digital Opportunity Fund subsidies as a low-latency service. Before adopting the rule change, all satellites were categorized as high latency regardless of orbit, a classification that hurt satellite operators’ chances of receiving subsidies under a program that favors low latency and high data rates.

However, LEO broadband providers must still convince the FCC that their networks can deliver the kind of lag-free experience that internet customers expect for video conferencing and other interactive services. Satellite operators will compete with cable operators and other terrestrial providers for subsidies as the FCC seeks to encourage the deployment of low-cost, future-proofed broadband systems in underserved parts of the United States.

The FCC amended the rules after one of its commissioners, Michael O’Rielly, convinced FCC Chairman Ajit Pai to give LEO constellations the opportunity to show the FCC they can compete with terrestrial broadband networks. 

“I am grateful to the chairman for agreeing to expand eligibility for the low-latency performance tier and change language that was prejudicial to certain providers,” O’Rielly said June 9 during an open meeting the FCC held as a video teleconference due to ongoing restrictions on in-person gatherings. 

“[N]ext-generation satellite broadband holds tremendous technological promise for addressing the digital divide and is led by strong American companies with a lengthy record of success,” another FCC commissioner, Geoffrey Starks, said in support of the change. “Commission staff should evaluate those applications on their own merits.”

Pai, however, warned that allowing LEO broadband operators to compete in a category previously off limits to satellites doesn’t guarantee success. LEO applicants competing as low-latency systems “will be given very close scrutiny,” he said. 

“The purpose of the Rural Digital Opportunity Fund is to ensure that Americans have access to broadband, no matter where they live,” Pai said during the open meeting. “It is not a technology incubator to fund untested technologies, and we will not allow taxpayer funding to be wasted.”

An uphill fight for satellite operators

The FCC approved the change June 9, but did not release the full text of the Rural Digital Opportunity Fund’s rules until June 11. In the 121-page public notice, the FCC said that while it will allow LEO satellite operators to compete for subsidies as low-latency providers, their systems — all of which are either still in development or the early stages of deployment — will be carefully scrutinized. 

Any broadband providers wishing to qualify to participate in a reverse auction scheduled for Oct. 29 must submit “short-form applications” to the FCC by July 15 detailing how they will meet the agency’s criteria. 

The FCC, in releasing the new rules, said it has “serious doubts that any low earth orbit networks will be able to meet the short-form application requirements for bidding in the low latency tier.”

LEO constellations that bid as low-latency networks, rather than challenge GEO providers in the only category of the competition open to high-latency services, will “face a substantial challenge demonstrating to Commission staff that their networks can deliver real-world performance to consumers below the Commission’s 100 [millisecond] low-latency threshold,” the FCC said in its public notice. 

The agency specifically dismissed SpaceX’s assertion that the 550-kilometer orbit chosen for its Startlink constellation ensures the network will outperform the agency’s latency threshold. Closer orbits do result in less lag time, since signals have shorter distances to travel, but network processing times add to the total amount of latency. 

SpaceX told the FCC in a February presentation that Starlink will deliver less than 50 milliseconds of latency, but did not cite a demonstrated transmission speed. The Hawthorne, California-based company has launched the first 482 of thousands of planned Starlink satellites, making it the front-runner in deploying a LEO broadband network, with limited service expected to start in the United States and Canada late this year. 

OneWeb, which filed for Chapter 11 bankruptcy protection in March after launching 74 of a planned 650 satellites, did not submit comments to the FCC about the Rural Digital Opportunity Fund. The company’s launch program has stalled while it attempts to sell its spectrum rights. 

Canada-based geostationary satellite operator Telesat said in a June news release that the prototype LEO broadband satellite it launched more than two years ago demonstrated latencies of 30-60 milliseconds during testing. Telesat told the FCC in March that Telesat LEO will be “indistinguishable” from terrestrial internet as far as signal lag is concerned. However, Telesat  has not selected a manufacturer to build its constellation, and doesn’t expect to start limited service any sooner than 2022. 

Viasat, which relies on geostationary satellites to deliver residential internet service that can’t deliver the same high speeds as fiber optic and cable services, told the FCC last month it is willing to build a LEO broadband constellation if it can win a meaningful chunk of the FCC’s subsidies. The Carlsbad, California company was the only satellite operator to win funding in the FCC’s previous rural broadband program, the Connect America Fund 2, in 2018. 

The Rural Digital Opportunity Fund will award a total of $20.4 billion in two phases. The first phase, which runs through 2030, will dole out up to $16 billion to existing and prospective providers who convince the FCC they can build affordable high-speed, low-latency broadband networks to connect underserved rural regions of the United States. The second phase, the dates and rules for which haven’t been set, will allocate the remaining $4.4 billion. 

The FCC’s O’Rielly, speaking  during the agency’s open meeting, said the second phase presents another chance to revisit the FCC’s criteria. 

“Communications technology evolves at an extremely rapid pace, and who knows which technologies will have advanced or emerged by the time we get to Phase 2?” he said.

In the game, players live an abbreviated version of Thoreau’s first year at Walden Pond, surviving by fishing, foraging, maintaining a modest cabin (modeled after the writer's own) and mending their clothing. But the game is decidedly not a 19th-century version of Survivor. Thoreau wasn’t trying to abandon society, but rather to sit on the edge of it for a while and observe.

“I had more visitors while I lived in the woods than at any other period in my life,” Thoreau wrote, pointing out that he kept three chairs in his cabin: “one for solitude, two for friendship, three for society.”

Players are encouraged to spend time in nature — the setting is a stunningly faithful reproduction of Walden Pond and its surroundings, derived from U.S. Geological Survey data and Thoreau’s own sketches (he was, among other things, a surveyor).

But if they’d prefer, players can make a fortune growing beans or spend time in Concord, lecturing, writing articles and hanging out in the well-stocked library of Thoreau’s mentor, Ralph Waldo Emerson — the books are real, functioning e-books of titles Thoreau would have pulled off the shelf.

Her father, an engineer and “big reader,” trained his four children to seek out books associated with the places they visited each summer. “The sound of our family on vacation is the sound of pages turning,” she has said.

Fullerton actually came up with the idea for the game at Walden Pond, as she sat one summer day in 2002 at the site of Thoreau’s cabin. Her company, Spiderdance, a studio that created live multiplayer games, had just shut its doors in the downturn following the Sept. 11, 2001, terrorist attacks, and Fullerton was thinking about what would come next.

Though the pond is a popular swimmers’ destination, she visited on a rainy day and had the place to herself. Fullerton used the peaceful setting to read Walden. Thoreau, she realized, was pointing out that people work themselves to death, but that they could throw it off and live a balanced life. Suddenly it dawned on her: Why couldn’t everyone play out Thoreau’s experience?

The result is a game like no other, and one that has fascinated journalists for years. When Fullerton's team in 2012 won a $40,000 National Endowment for the Arts production grant, TIME’s Erik Hayden warned, “Get ready for some edge-of-your-seat 19th century transcendentalist action!”

While most other games prioritize fighting, running, driving, climbing, puzzle-solving and loot-gathering, Fullerton and her colleagues have spent a decade figuring out how to extract game play from the writings of a man who urged his readers to “cultivate poverty like a garden herb, like sage.”

Nathaniel Hawthorne, another Concord local, wrote that the young Thoreau was “on intimate terms with the clouds, and can tell the portents of storms.”

Fullerton said most of us — even those who encountered Walden in school — have a simplistic understanding of Thoreau.

“He was so many things — he had such a wide variety of interests,” she said. “A lot of times he gets reduced to ‘that guy who went to live out in the woods.’ That really doesn’t do justice to the breadth of interests that this amazing writer had.”

By 1845, Thoreau could see the world was speeding up. The railroad had come through town just a year earlier, and workers would soon start laying thousands of miles of telegraph cable across the country. He’d also lost his brother John, who died three years earlier.

“He was wrestling with these questions,” Fullerton said. “He had experienced deep tragedy and was kind of stoic — not the kind of guy who’d go out and talk about it, but he was definitely trying to figure these things out.”

In Saudi Crackdown, There’s More Than Alwaleed’s Empire at Stake

Almost two months into it, Saudi Arabia’s crackdown on corruption is yielding at least some of the $100 billion the kingdom is targeting. Dozens of former officials and businessmen have exchanged part of their wealth for freedom.

But in the increasingly drawn-out case of Prince Alwaleed bin Talal, the public face of the Saudi royal family to many foreign executives and investors, there’s more at stake than taking over his global business empire and talks on a settlement have hit an impasse.

The Saudi crown prince, Mohammed bin Salman, is about to enter a crucial few months that will show his true motives and the scope of his power.

How the case unfolds will help investors and diplomats answer a question puzzling them since the nightly raids of Nov. 4: Whether the purge is an effort to root out graft before selling shares in the country’s oil giant, or simply a shakedown to boost state coffers while he asserts himself at home and abroad.

People with knowledge of the matter say Alwaleed is balking at demands that could see him relinquish control of Kingdom Holding Co. He also is resisting any suggestion of wrongdoing because of the impact it would have on his reputation, they said. The prince owns the vast majority of the $9 billion conglomerate, which has stakes in household names from Citigroup Inc. to Twitter.

“The Alwaleed case will define the crackdown to western investors,” said Emily Hawthorne, Middle East and North Africa analyst at Texas-based advisory firm Stratfor. The longer Alwaleed remains behind closed doors, the more the government “appears the unreasonable actor,” she said.

The crushing of opponents fits into a pattern of what Arab and Western diplomats describe as an aggressive policy that is unsettling even some of Saudi Arabia’s allies.

Alwaleed and other remaining suspects are held at the Ritz-Carlton in Riyadh, a palatial hotel that hosted U.S. President Donald Trump in May. No official charges have been made public against any of the detainees, who numbered 159 at a count earlier this month.

The 62-year-old nephew of King Salman used his royal wealth to invest in industries from banking to aviation, hospitality and real estate. The Wall Street Journal reported this month that authorities are demanding at least $6 billion to settle his case. His net worth has declined by about $2 billion to $18 billion since his detention, according to data compiled by Bloomberg.

Prince Miteb, son of the late King Abdullah and the former head of the powerful National Guard Corps, was released after paying the equivalent of more than $1 billion, a senior Saudi official said last month. Two other sons of the former monarch were released this week, according to a person familiar with the matter and a Saudi royal who celebrated their freedom on social media.

“Prince Alwaleed is powerful and well connected, but this may not end well given that he is in a battle with an even more powerful group,” said Paul Sullivan, a Middle East specialist at Georgetown University in Washington. The purge is “a harsh way to show that some of the old ways of doing business are over to a great degree,” he said.

Kingdom Holding said in a Nov. 6 statement it had the full confidence of the Saudi government. Officials at the company didn’t respond to a request for further comment when contacted by email. The government’s Center for International Communication said it can’t comment due to Saudi laws protecting an individual’s right to privacy.

The 32-year-old crown prince ditched the traditional Saudi decision-making process that moved at a glacial pace, but preserved consensus among the royals. His domestic efforts have been more successful than his foreign ones.

He plunged Saudi Arabia into a costly war against pro-Iranian rebels in Yemen and led efforts to isolate neighboring Qatar. While pro-Saudi forces are gradually gaining ground in Yemen, rebel missiles have reached Riyadh twice in the past two months. The standoff with Qatar has gone nowhere.

The kingdom was also widely blamed for orchestrating the shock resignation of Lebanese Prime Minister Saad Hariri from Riyadh in November, a claim that Saudi officials denied. It sparked outrage in Lebanon, a chilly reaction from Egypt and the U.S., and a French intervention that helped Hariri remain in office.

At home, the prince, known among journalists and diplomats as MBS, cemented his power by sidelining senior princes. Security forces rounded up government critics before a decision to lift a ban on women driving in September. He is also spearheading an ambitious plan to overhaul an economy too reliant on petrodollars, with the sale of a small stake in monopoly oil producer Saudi Aramco in 2018 underpinning it.

“We have reason to be more optimistic about his domestic projects than his foreign ones,” Hawthorne said. “He has carefully consolidated power domestically whereas each of his foreign forays have so far mostly struck out.”

Prince Mohammed’s supporters say he has no option other than to move fast and act decisively to end the economy’s unsustainable oil addiction and prevent Shiite-ruled Iran from dominating the Middle East.

The corruption probe had to take place without delay so investors “know it’s a level playing field,” Commerce and Investment Minister Majid Al-Qasabi said in an interview on Dec. 13 in Riyadh. “We can’t tolerate the perception that you have to corrupt officials to get into a business in Saudi Arabia,” he said. Asked about Alwaleed, the minister said the billionaire prince was “negotiating his settlement.”

For decades, prominent businessmen benefited from close ties with royal princes to win major contracts and help international companies gain a foothold in the country.

In a secret 1996 cable published by WikiLeaks, a U.S. diplomat in Riyadh reported that a handful of the most senior princes enriched themselves by skimming from “off-budget” programs that received 12.5 percent of the country’s oil revenues. The diplomat said some royals used their power to confiscate land and resell it at a profit to the government.

“Saudi Arabia has an economic and political system based on the privileged position of the royal family,” said Paul Pillar, a former CIA officer who is now an academic. “MBS’s moves have taken a form that can best be described as a shakedown. And, of course, his political ambition and what appears to be a drive for absolute power cannot be separated from any of this.”
